The Avon and Wiltshire Mental Health Partnership NHS Trust (AWP) provides highquality mental healthcare services to circa. 6,500 patients, who are served by 4,500 staff, and have an annual budget of £200m p.a. It has 55 branch hospitals across the five counties of Bath and North East Somerset, Wiltshire, South Gloucestershire and Bristol.
The demands on the NHS are ever increasing as patients are getting older and the population expands. Faced with the pressure these changes will bring about the NHS have determined that the approach to patient care should be refocused from a reactive stance to a preventative approach as the best long-term solution to improving treatment efficiency and healthcare service satisfaction.
A review of the IT infrastructure showed the system was unable to cope with the next stage of digital transformation program that would allow patient records to be digitised and allow medical resources to be used more efficiently.
AWP reacted by planning a major overhaul of its IT infrastructure supported by a 3 year Capital Investment program in-line with the Department of Health’s 2020 ‘Digitalization’ objectives.
The plan included:
• Hardware replacement and refresh program (EOL, EOS)
• Paperless Operation
• Mobility and Wireless Access
• Move to Electronic Patient Record (EPR) system
The existing AWP Data center was low performing and included legacy equipment from multiple vendors. The Data Centre environment included old ICT devices that could no longer support service expansion, additionally, complex management and poor compatibility between multi-vendor devices have seriously affected the Data Center operations. After comprehensive assessment, AWP chose Huawei as the exclusive ICT solution provider for its two new Data Centers.
Huawei’s solution assisted the AWP in building an ultra-high performance cloud data center, a comprehensive solution that included all the network devices, the virtualization platform, and servers, to provide high performance at each layer that can be managed uniformly.
It accelerated service provisioning, and provides unified O&M to simplify network management and maintenance, all of which help to lower the TCO of the AWP network.
Core switch multiplexing reduced hardware investment – VS technology virtualizes one physical device into multiple logical or virtual systems. Each VS is configured, managed, maintained, and runs like an independent device on the physical device.
AWP deploys different services in different VSs on the core switches, enhancing network reliability and security. The 1:N virtualization technology reduces cost of hardware and greatly improves utilisation of network resources.
The solution has helped with fast launch and high-efficiency operations of AWP’s EPR system.
The ICT infrastructure will guarantee efficient deployment and operations of other service systems using its high performance and unified
O&M capability. AWP can also use this ICT infrastructure to potentially provide high- quality information services for other healthcare institutions.
Extremely large Layer 2 networks are established within and across the Data Centers to allow flexible deployment and on- demand migration of VMs. The highly reliable Layer 2 interconnection between the Data Centers ensures active-active service system operations.
